HB 1691 requires Oklahoma's Department of Human Services and State Fire Marshal to create guidelines allowing family and large child care homes to meet fire safety standards under the International Residential Code (IRC). It prohibits local agencies, municipalities, or counties from imposing stricter fire requirements than the IRC on these facilities. Child care homes complying with the IRC cannot be denied a license to operate. The bill takes effect November 1, 2025.
