Oklahoma Historical Society; creating the Oklahoma Museum of Popular Culture Supplemental Revolving Fund; directing transfer of funds. Effective date. Emergency.

This bill creates a new supplemental revolving fund for the Oklahoma Historical Society to support the Oklahoma Museum of Popular Culture. The fund will be used specifically for repairs, planning, staging, refurbishments, and construction projects, but money can only be spent once the State Treasurer confirms that $18 million has been secured from local, federal, or private sources by November 15, 2025. If that $18 million target is not met by the deadline, any remaining unspent money in the fund must be transferred to the state's general revenue. The legislation also immediately moves $18 million from an existing appropriation into this new fund, which becomes active on July 1, 2024.
