This bill authorizes the Oklahoma Capitol Improvement Authority to use $74 million from the Legacy Capital Financing Fund to help the Department of Public Safety build a centralized training center and related facilities. The legislation allows the authority to release these funds in separate installments and permits the creation of memoranda of understanding with state agencies to assist with the project, provided these agreements do not create a legal obligation for the state. The law takes effect on July 1, 2024, and includes an emergency clause to allow it to become active immediately upon approval.
