HJR 9 Ohio House · 136th Legislature (2025-2026)

CA: Require identification to vote

This bill proposes adding a new section to the Ohio Constitution to require voters to present a valid photo identification when casting their ballots in person. The measure would allow individuals with a sincere religious objection to photography to use alternative verification methods and would let voters without ID cast a provisional ballot if they can provide acceptable identification by a specified deadline. Acceptable forms of ID include a driver's license, state ID, passport, military ID, or other documents authorized by law that contain the voter's name and photograph. If approved by a majority of voters in a future election, this constitutional change would immediately take effect and apply to all future elections.
