Prohibit certain clauses from conservancy district contracts

Added a prohibition on contract terms that are unknown to the district at signing, not specifically negotiated, may be unilaterally changed, or are electronically accepted by an employee.

Added a prohibition on contract terms that conflict with the district's obligations under Section 149.43 of the Revised Code (Open Records Act).

Added a prohibition on contract terms that limit the district's ability to recover costs for hiring a replacement contractor.

Expanded the definition of prohibited indemnification clauses to explicitly cover situations involving negligence, intentional misconduct, fraud, recklessness, or other tortious acts.

Added a new subsection clarifying that contracts containing void terms remain enforceable as if the void terms were never included.

Added a new subsection stating the law does not apply to contracts or renewals that were already in effect before the bill's effective date.
