Enact the Repeat Offender Act

Added Section 109.11 creating an attorney general reimbursement fund to cover legal services and related expenses, with provisions for reimbursement from settlements and court awards.

Added new definitions for 'pediatric respite care program,' 'sexually oriented offense,' 'child-victim oriented offense,' and 'registered private provider' in Section 109.57.

Added provisions for the Ohio law enforcement gateway, including rules for access to information, steering committee establishment, and confidentiality requirements.

Modified Section 2901.08 to clarify that juvenile adjudications are not convictions for purposes of determining repeat offender status or violent career criminal classification.
