Regards the sale of used catalytic converters

Removed the requirement for scrap metal dealers to collect a copy of a driver's license or state ID from individuals purchasing catalytic converters.

Deleted Section 4737.98, which previously stated that regulatory restrictions under this chapter are not subject to the standard rulemaking review process.

Updated references to require checks or other traceable payment devices instead of just checks for purchasing special items.

Removed the requirement for dealers to provide specific identifying information (like federal employer ID) to the director when selling converters to individuals.

Changed the penalty for business entity violations of catalytic converter theft from a fine of $10,000 to $50,000 to a fine of no more than $7,500, and removed language allowing fines to exceed standard statutory limits.

Changed the penalty for business entity violations of receiving stolen converters from a fine of $10,000 to $50,000 to a fine of no more than $7,500, and removed language allowing fines to exceed standard statutory limits.

Changed the penalty for enterprise theft and enterprise receipt of stolen converters from a fine of $10,000 to $50,000 to a fine of no more than $7,500.

Changed the Director of Public Safety's authority over dealer registrations from mandatory revocation to discretionary revocation (may revoke instead of shall revoke).

Removed the requirement for the Director of Public Safety to report investigation records to the public on a quarterly basis.

Section 4745.01, which defined standard license renewal procedures, was completely removed from the bill text.

A new Section 2 was added to repeal existing sections 2913.02, 2913.51, 4737.012, 4737.04, 4737.041, 4737.043, 4737.045, 4737.99, 4738.03, 4738.07, 4738.12, and 4775.09.

The list of sections to be amended was modified to remove references to 4737.043 and 4737.045.
