Relating to student financial assistance grants, dual-credit tuition scholarships, and the scholars program; to amend and reenact sections 15‑10‑38.1, 15‑10‑38.2, 15‑63‑05, and 15.1‑21‑02.6 of the North Dakota Century Code, relating to the skilled workforce student loan repayment and scholarship programs, Native American scholarships, and the North Dakota scholarship; and to provide an appropriation.

Relating to transportation weighted student unit equivalents; to amend and reenact sections 15.1‑31‑05 and 15.1‑27‑31.2 of the North Dakota Century Code, relating to open enrollment transportation; to repeal sections 15.1‑27‑26.1, 15.1‑27‑27.1, 15.1‑27‑28.1, 15.1‑27‑30.1, and 15.1‑27‑31.1 of the North Dakota Century Code, relating to payments for school district transportation of students, special education students, and career and technical education students, the distribution of transportation payments in the event of school district closure, and state transportation payments to school districts; and to provide an effective date.

Relating to the authority for the kindergarten through grade twelve education coordination council to enter contracts; and to provide an appropriation.

Relating to a legacy earnings fund, a legacy property tax relief fund, a state reimbursed taxable valuation reduction for residential, agricultural, and commercial property, limitations on taxable valuation increases, and voter-approved excess levy authority; to amend and reenact section 6‑09.4‑10.1, subsection 1 of section 21‑10‑06, section 54‑27‑19.3, subdivision c of subsection 1 of section 57‑02‑08.1, subdivision b of subsection 2 of section 57‑02‑08.1, and section 57‑02‑08.10, of the North Dakota Century Code, relating to funds invested by the state investment board, the homestead tax credit and renters refund, and the primary residence credit certification and state reimbursement; to repeal sections 21‑10‑12, 21‑10‑13, and 57‑02‑08.9 of the North Dakota Century Code, relating to legacy fund definitions, the legacy earnings fund, and the primary residence credit; to provide an appropriation; to provide for a transfer; to provide an effective date; and to provide an expiration date.

Relating to the option for a school district to reduce its local contribution deduction in the school state aid formula by the percentage of the local contribution which comes from in lieu of revenue.

Relating to the powers and duties of center boards and the authority of a school board to pay a first-year signing bonus for teachers; and to declare an emergency.
