Relating to pesticide certification standards; and to amend and reenact sections 4.1‑33‑01 and 4.1‑33‑03, subdivision b of subsection 1 of section 4.1‑33‑12, section 4.1‑33‑13, subsection 1 of section 4.1‑33‑16, and subsection 5 of section 4.1‑33‑20 of North Dakota Century Code, relating to pesticide control.

HCR 3018 is a resolution directing North Dakota's Legislative Management to study water and wetlands regulations and the taxation of lands subject to flooding (inundated lands). It requires examining jurisdictional conflicts across federal, state, and local agencies, comparing other states' approaches, and inventorying relevant laws. The study must identify gaps in authority and recommend improvements for clearer, more consistent management. The findings will be reported to the next legislative assembly to inform potential future policy changes. This resolution does not change current laws but directs a review process.

Relating to creating a spay and neuter awareness grant program; to amend and reenact section 4.1‑41‑19 of the North Dakota Century Code, relating to the environment and rangeland protection fund; and to provide an appropriation.

Relating to the creation of districts, district commission member nomination and election procedures, the costs of elections of district representative commission members, and the referral of cattle assessments; to amend and reenact sections 4.1‑03‑01, 4.1‑03‑02, 4.1‑03‑03, 4.1‑03‑04, 4.1‑03‑12, and 4.1‑03‑17 of the North Dakota Century Code, relating to the definition of a cattle industry representative, the election and terms of members to the North Dakota beef commission, commission vacancies, and requiring livestock auction markets and livestock dealers to forward names of cattle sellers, and the refund of assessments; to provide a penalty; and to provide an effective date.

Relating to ownership of real property and commercial assets by foreign adversaries; to provide for a legislative management study; and to provide an expiration date.
