AN ACT to amend and reenact sections 57-51-15 and 57-51.1-07.5 of the North Dakota Century Code, relating to oil and gas gross production tax allocations and the state share of oil and gas tax allocations; to provide for a legislative management report; to provide an exemption; and to provide an effective date.

Extended the effective expiration date from June 30, 2027 to June 30, 2037, allowing the tax allocation system to remain in place for an additional decade.

Added a new provision allocating up to twenty million dollars per fiscal year to an energy impact grant fund under section 2 of the Act.

Modified county allocation rules to create two different distribution systems based on whether counties received less than or more than five million dollars in the most recent even-numbered fiscal year before the biennium.

Added specific allocation percentages for counties receiving less than five million dollars: 45% to county general fund, 35% to school districts (excluding hub cities), and 20% to incorporated cities (excluding hub cities).

Added special population calculation rules for cities experiencing tourism-related employment increases, requiring an 800% population increase for distribution purposes.

Modified hub city funding allocations to include specific pools for hub city school districts and supplemental school districts with defined dollar amounts.
