AN ACT to create and enact a new section to chapter 19-24.1 of the North Dakota Century Code, relating to qualifying nonresident medical marijuana patients; to amend and reenact subsection 3 of section 19-24.1-01, subsection 4 of section 19-24.1-01, subsection 8 of section 19-24.1-01, subsection 26 of section 19-24.1-01, subsection 47 of section 19-24.1-01, and sections 19-24.1-03, 19-24.1-11, and 19-24.1-37 of the North Dakota Century Code, relating to allowable amounts of usable medical marijuana, medical marijuana recordkeeping, cannabinoid edible products, patient qualifications, and disclosure of information.

New definitions were added for 'allowable amount of usable marijuana', 'cannabinoid edible product', 'medical cannabinoid product', and 'usable marijuana' to clarify what products are covered and how they are measured.

The definition of 'medical cannabinoid product' was modified to specify allowed forms (solutions, capsules, patches, topicals, edibles) and exclude certain items like concentrates or dried cannabis by itself.

Possession and purchase limits were modified to specify maximum amounts for usable marijuana (2.5 ounces normally, 6 ounces with enhanced authorization) and cannabinoid edibles (500 milligrams total).

New requirements were added to define a 'bona fide provider-patient relationship' to ensure patients receive genuine medical care rather than just certification for marijuana access.

The bill adds provisions for qualifying nonresident medical marijuana patients, allowing them to access the program under specific conditions.
