AN ACT to amend and reenact section 37-01-25, subsection 1 of section 37-01-40, and section 37-14-01.1 of the North Dakota Century Code, relating to national guard or federal service leave of absence for state and political subdivision employees and the definition of veteran; and to declare an emergency.

Updated eligibility criteria for military leave to explicitly include National Guard members, armed forces reserve members, and individuals subject to federal call-up or who volunteer for federal service.

Revised the definition of 'veteran' in multiple code sections to include current National Guard or reserve members and former members discharged under other than dishonorable conditions.

Added service-connected disability ratings as a qualifying factor for veteran status under the veterans administration.

Standardized formatting and language across amended sections 37-01-25, 37-01-40, and 37-14-01.1 for consistency and clarity.
