AN ACT to amend and reenact subsection 1 of section 57-51.1-07.7 of the North Dakota Century Code, relating to municipal infrastructure fund reporting requirements.

Cities with at least 1,000 residents receiving municipal infrastructure fund grants must submit annual reports by November 30th of each even-numbered year detailing funding received and spent, plus descriptions of completed infrastructure projects.
Cities failing to submit timely or properly formatted reports lose eligibility for grants for two years from the due date. Misuse of funds identified in audits results in reduction of future grants by the amount spent inconsistently with requirements.
State treasurer must make all submitted reports publicly available on the state treasurer's website.
State treasurer must notify cities of reporting requirements by November 1st of each even-numbered year starting in 2022. May grant up to 15-day extensions upon request.
