AN ACT to provide an appropriation for defraying the expenses of the department of veterans' affairs; to amend and reenact sections 37-15-03, 37-15-07, 37-15-16, 37-18-01, and 37-18-07, subsection 1 of section 37-18-12, and section 37-18.1-03 of the North Dakota Century Code, relating to the administrative committee on veterans' affairs; to provide for a transfer; to provide an exemption; and to declare an emergency.

Added $500,000 appropriation for homeless veterans' services as a one-time funding item.

Added $500,000 transfer from general fund to veterans' postwar trust fund.

Increased total general fund appropriation from $2,253,392 to $2,999,804, including enhanced funding for veterans' affairs and new and vacant FTE pool.

Increased full-time equivalent positions from 9.00 to 10.00.

Added new section 4 appropriating $200,000 from federal funds for the highly rural transportation grants program for the 2023-25 biennium.

Amended section 37-15-03 to clarify that the governor, not just the administrative committee, has government oversight of the veterans' home.

Amended section 37-15-07 to clarify that the governor prescribes appointment qualifications and may designate the administrator as commandant.
