AN ACT to provide an appropriation for defraying the expenses of the veterans' home; to create and enact a new section to chapter 37-15 of the North Dakota Century Code, relating to meals provided to employees of the veterans' home; to provide an exemption; to provide for a legislative management study; and to declare an emergency.

Added $4,301,224 in enhancements to the base budget appropriation, increasing total funding from $27,051,566 to $31,352,790 across salaries, operating expenses, and capital assets.

Added new section creating a one-time funding report requirement for $587,050 in non-base budget items including building maintenance, resident garages, and equipment.

Added new section granting authority to transfer up to $400,000 from salaries to operating expenses during a specific period with notification requirements.

Created new section requiring a legislative management study of veterans' home facilities during the 2025-26 interim to examine organizational changes, unoccupied space usage, and federal requirements.

Added new section allowing the veterans' home to provide meals to employees at fair value or without charge during operational disruptions based on job assignments.

Added emergency declaration for Section 5 and $175,000 in resident garage funding to expedite implementation.
