AN ACT to provide an appropriation to the department of health and human services for federal rural health transformation program grant funds; to provide an appropriation to the Bank of North Dakota to administer a loan program; to provide for a transfer; to amend and reenact section 6-09-47 of the North Dakota Century Code, relating to a rural health loan program under the medical facility infrastructure loan fund; to provide an exemption; to provide for a legislative management report; to provide for application; to provide a report; and to provide an effective date.

Added $600,000 appropriation to the Bank of North Dakota to administer a new rural health loan program, plus authorization for the Bank to transfer up to $40 million from its earnings to fund these loans.

New eligibility requirements for medical facility infrastructure loans requiring applicants to be governing boards, submit detailed project plans, and demonstrate long-term viability with projects of at least $1 million expected to last 30 years.

Established specific loan terms including a maximum of $15 million or 75% of project cost, a fixed 2% interest rate, and a 25-year repayment schedule with construction completion required within 24 months.

Added a new rural health loan program to provide short-term gap financing to grant recipients under the federal rural health transformation program for projects with demonstrated financial need.
