AN ACT to amend and reenact the new chapter to title 54 as created by section 1 of Senate Bill No. 2098, as approved by the sixty-ninth legislative assembly, and section 54-35-23 of the North Dakota Century Code, relating to a state alert notice system and the committee on tribal and state relations; and to provide for a report.

The section number for the new feather alert notice system provision was changed from 25.1040.03000 to 25.1040.04000 to align with the second engrossment version of the bill.

Changed the entity responsible for activating the feather alert system from the superintendent to the highway patrol.

Added six specific conditions that must be met before a feather alert can be activated, including confirming the individual is Indigenous, utilizing available resources, and determining the case involves suspected abduction or danger of serious bodily harm.

Added new requirements for the bureau of criminal investigation and highway patrol to oversee activation logistics and issue annual effectiveness reports to the Indian affairs commission.

Added requirement for an annual listening session with tribal leaders to review the effectiveness of the feather alert system.

Changed oversight responsibility from the Indian affairs commission overseeing implementation to the commission serving as the primary liaison while the highway patrol and bureau of criminal investigation handle implementation.
