AN ACT to authorize the department of transportation to transfer real property to the office of management and budget; to provide an appropriation; to authorize a line of credit; to provide an exemption; and to declare an emergency.

Funding source changed from a direct appropriation of $4,900,000 from the Strategic Investment and Improvements Fund to a line of credit of up to $5,600,000 from the Bank of North Dakota.

Added an emergency declaration provision stating the Act is an emergency measure, allowing it to take effect immediately without waiting for the regular legislative session.

Added formal enrollment signatures from the Speaker of the House, President of the Senate, and Secretary of State certifying passage by both chambers.

Added requirement that if the line of credit is accessed, a deficiency appropriation must be requested from the next legislative assembly to repay the debt.
