A BILL for an Act to create and enact a new section to chapter 16.1-03 of the North Dakota Century Code, relating to the issuance of a certificate of endorsement by a district party; and to amend and reenact sections 16.1-11-06 and 16.1-11-10 of the North Dakota Century Code, relating to certificates of endorsement and the secretary of state's duty to place a candidate's name on a primary election ballot.

Changed the endorsing caucus certificate process: the district chairman now signs and forwards the certificate to the state party chairman instead of directly to the secretary of state.

Created a new inquiry committee role to review complaints about endorsing caucuses, replacing the secretary of state's direct investigation authority.

Removed the attorney general's role in investigating endorsing caucus complaints, transferring that responsibility to the inquiry committee.

Maintained the seven-day waiting period after receiving a certificate of endorsement before a candidate can be placed on the primary ballot.
