AN ACT to amend and reenact subsection 1 of section 15.1-06-06, and sections 15.1-07-25.3 and 15.1-07-33 of the North Dakota Century Code, relating to protection of student data and data sharing agreements; and to provide an effective date.

Added new certification requirements for public schools, including verification that teachers are licensed, schools meet curricular requirements, and physical plant inspections are current.

Mandated that all school districts implement the state student information system administered by the information technology department, with limited exemptions for compatible systems or specific Indian education districts.

Updated data sharing provisions to require data sharing agreements between school districts and the state, including specific clauses for the Family Educational Rights and Privacy Act.

Removed the original bill's focus on requiring board permission before sharing student data with non-employees, which was replaced by broader data sharing agreement requirements.

Established an effective date of July 1, 2026, for the new requirements.
