AN ACT to amend and reenact subsection 1 of section 12.1-32-02 and subdivision h of subsection 5 of section 39-08-01 of the North Dakota Century Code, relating to sentencing alternatives and the sentencing of a defendant to an addiction treatment program for a violation of driving under the influence; and to provide for application.

Added five new sentencing alternatives including drug court programs, veterans treatment dockets, restorative justice programs, mental health court programs, and expanded addiction treatment commitments.

Added veterans treatment docket as a new sentencing option that addresses substance use disorders, mental health, behavioral health, traumatic brain injuries, military sexual trauma, and co-occurring disorders.

Modified addiction treatment provisions to allow courts to order defendants into licensed treatment programs when evaluations indicate need, with treatment time credited toward imprisonment sentences.

Updated the definition of drug court programs to include substance use disorder treatment alongside alcohol and drug testing.

Added certification language confirming the bill originated in the House and includes vote counts showing unanimous approval by both chambers.
