AN ACT to amend and reenact section 44-08-25 of the North Dakota Century Code, relating to the prohibition of sanctuary city policies and to create the sanctuary compliance fund; to provide a penalty; and to provide a continuing appropriation.

Added institutions of higher education under state supervision to the list of entities prohibited from adopting sanctuary policies.

Created a new 'sanctuary compliance fund' that allows the state to withhold state aid from political subdivisions found in violation of sanctuary policy prohibitions and redistribute those funds to compliant entities.

Changed the attorney general's enforcement process to include a formal appeal mechanism where political subdivisions can appeal an opinion to district court or provide evidence of reform within thirty days.

Replaced the term 'illegal alien' with 'noncitizen unlawfully present in the United States' in the definition of prohibited sanctuary policies.

Added a requirement that any policy, order, or ordinance adopted in violation of the sanctuary prohibition is automatically void.

Changed the bill's legislative action from creating a new chapter to amending and reenacting an existing section of the North Dakota Century Code.
