AN ACT to create and enact a new subdivision to subsection 2 of section 39-06.1-06 and section 39-10-71.1 of the North Dakota Century Code, relating to statutory fees for traffic offenses and a motor vehicle owner's responsibility regarding a driver who flees a peace officer; and to provide a penalty.

New section 39-10-71.1 allows peace officers to issue traffic citations to motor vehicle owners when their driver flees, rather than pursuing the driver directly.

Establishes statutory fees of $100 for first violations and $500 for second or subsequent violations related to driver fleeing incidents.

Creates specific exceptions where owners cannot be charged, including when the driver has been charged, the vehicle was stolen, or the owner cooperates with law enforcement to prove they were not driving.

Requires lessor vehicle owners to provide registration number, name, address, and license number of the lessee to avoid liability when their rented vehicle is involved in a fleeing incident.

Removed previous language about amending section 39-06.1-10 regarding entries against driving records and points assignment.
