AN ACT to amend and reenact section 15.1-19-09 of the North Dakota Century Code, relating to the suspension and expulsion of kindergarten through grade twelve students.

Added requirement that expulsion rules must include a procedural due process hearing before expulsion is determined, with parent or representative participation allowed.

Added requirement for school districts to consider infraction severity, student age, and disciplinary history when determining expulsion duration.

Standardized suspension limits: up to 10 days for general students and up to 20 days for alternative education program students for insubordination, habitual indolence, disorderly conduct, or weapons policy violations.

Set expulsion limits at up to 12 months for insubordination, habitual indolence, or disorderly conduct, with provision for reduction if reinstatement conditions are met; weapons policy violations also allow up to 12 months expulsion.
