AN ACT to amend and reenact section 39-06.2-06 of the North Dakota Century Code, relating to commercial driver's licenses; and to declare an emergency.

Added exemption for agricultural workers (agrichemical businesses, custom harvesters, farm retail outlets, livestock feeders) from required knowledge and skills tests, allowing a restricted CDL for up to 10 days or 15 days within a calendar year.
Added exemption for Class A CDL holders from hazardous materials endorsement when operating service vehicles transporting 1,000 gallons or less of diesel to custom harvesters, agrichemical businesses, farm retail outlets, or livestock feeders.
Modified farm-to-market operation exemptions to clarify they apply only to vehicles controlled by farmers transporting agricultural products, farm machines, or supplies within 150 miles of the farm.
Modified snow removal exemptions for small political subdivisions (population under 3,000) to specify they only apply when regularly employed drivers are unavailable or additional assistance is required.
