AN ACT to amend and reenact sections 4.1-19-03 and 4.1-19-05 of the North Dakota Century Code, relating to the management of eggs and poultry in the state; and to repeal section 4.1-19-04 of the North Dakota Century Code, relating to licensing requirements for buyers, sellers, and producers of eggs and poultry.

Reorganized the duties of the Agriculture Commissioner to better reflect poultry industry management responsibilities, including disease control and federal-state grading services.

Repealed the previous licensing requirements section (4.1-19-04) that governed buyers, sellers, and producers of eggs and poultry.

Updated penalty provisions to clarify civil penalty adjudication processes and added a definition of 'person' to include various business entities.

Added certification language and vote tallies to reflect the bill's progression through the legislative process.
