AN ACT to provide an appropriation for defraying the expenses of the department of water resources; to create and enact a new section to chapter 61-24.6 of the North Dakota Century Code, relating to the northwest area water supply biota water treatment plant operating fund; to amend and reenact subsection 1 of section 54-12-08 and sections 54-35-02.7 and 61-02-79 of the North Dakota Century Code, relating to state agency employment of attorneys, the powers and duties of the water topics overview committee, and a Bank of North Dakota line of credit; to provide legislative intent; to provide for a report; to provide for a study; to provide a continuing appropriation; to provide for a transfer; to provide an exemption; and to declare an emergency.

Changed the appropriation period from a fixed biennium beginning July 1, 2025 to a period beginning with the effective date of the Act and ending June 30, 2027.

Added new funding categories including Southwest pipeline project, Northwest area water supply, Water supply, Regional water supply, General water, Flood control, and Discretionary funding with specific dollar amounts.

Increased total appropriation from $699,660,783 to $922,499,505 through enhancements totaling $222,838,722 across various categories.

Added a new section requiring the department to report one-time funding items totaling $201,582,500 to the seventieth legislative assembly regarding use of these funds.

Added a new section limiting the department from spending funds from the new and vacant FTE pool line item without requesting a transfer from the office of management and budget.

Changed bill number designation from HOUSE BILL NO. 1020 to ENGROSSED HOUSE BILL NO. 1020 and renumbered the section from 25.0164.01000 to 25.0164.02000.
