AN ACT to provide an appropriation for defraying the expenses of the state historical society; to amend and reenact section 55-01-02.1 of the North Dakota Century Code, relating to jurisdiction of the heritage center; to authorize a Bank of North Dakota line of credit; and to declare an emergency.

Increased total appropriation from $23,034,613 to $123,396,907 by adding new funding categories including America's 250th celebration ($2,000,000), military gallery expansion ($82,944,524), and various historic preservation grants.

Added new budget line items for 'New and vacant FTE pool' ($934,276), 'America's 250th celebration' ($2,000,000), and multiple historic preservation grants totaling over $10 million.

Removed cultural heritage grants from the general appropriation, reducing it from $500,000 to $0, while adding these funds to other categories.

Added authorization for a Bank of North Dakota line of credit and provisions for an exemption related to the new funding structure.

Added requirement for the State Historical Society to report one-time funding items to the seventieth legislative assembly regarding use of funds not included in the base budget.
