A BILL for an Act to create and enact a new subsection to section 39-06-03 of the North Dakota Century Code, relating to who may not receive an operator's license; to amend and reenact section 39-01-01, subsection 2 of section 39-06-02, sections 39-06-03.1 and 39-06-07.1, subsection 5 of section 39-06-14, and section 39-06-19 of the North Dakota Century Code, relating to motor vehicle definitions, nondriver photo identification cards, operator's license applications, and expiration of operator's licenses; and to declare an emergency.
