New cost adjustment provisions added for the thrifty food plan in Hawaii, urban and rural Alaska, Guam, and the Virgin Islands, with territorial plans capped at the 50-state cost level.

The 'National education and obesity prevention grant program repealer' section was renamed to simply 'National education and obesity prevention grant program,' suggesting the provision was modified rather than being a pure repeal.

The earliest date for re-evaluating SNAP thrifty food plan market baskets moved up from October 1, 2028 to October 1, 2027, and the requirement that re-evaluation occur at no more frequent than 5-year intervals was removed.

The requirement to publish re-evaluation methodology in the Federal Register with a 60-day public comment period before updating market baskets was removed.
