Establishes the nightlife opioid antagonist program to allow certain establishments to apply and receive an opioid antagonist, free of charge, to be administered to patrons, staff or individuals on premises of such establishment in the case of an emergency.
Authorizes owners of plots of land within a mapped subdivision not located on a public road or street to install public water lines across the mapped but unimproved roads of the subdivision for the purpose of supplying their property with water.
Requires every residential lease to provide notice of information concerning flood insurance.
Directs the office of general services in consultation with the department of environmental conservation and the New York state energy research and development authority to prepare a state fleet procurement plan for the purchase or lease of state agency vehicles to ensure state agency vehicles will be zero emission vehicles over a certain period of time.
Relates to regulation of the billing of facility fees; requires notice prior to billing facility fees not covered by a patient's insurance; defines facility fees as those charged by a hospital, facility or provider designed to compensate for operational costs separate from professional fees.
Reduces the time for mailing and receipt of registration application to constitutional minimum.
Directs the division of criminal justice services in consultation with the department of health, office of victim services, division of state police, and the New York State Coalition Against Sexual Abuse to develop and implement a statewide electronic tracking system for evidence collection kits used to collect and preserve evidence of a sexual assault or other sex offense.
Establishes the warehouse worker protection act; requires employers to provide a written description of quotas to which employees are subject and states that employees shall not be required to meet quotas that prevent compliance with meal or rest periods, or use of bathroom facilities.
Includes home care services in certain requirements regarding restrictions on consecutive hours of work for nurses, and regarding nurses' refusal of overtime work.
Establishes a registration system for contractors and subcontractors engaged in public work and covered projects in order to better enforce existing labor laws and regulations in the public works industry.
