Establishes the "removing barriers to higher education success act" which directs the state university and city university to adopt policies that makes certain documentation submitted by an enrolled or admitted student sufficient to establish that such student is an individual with a disability; establishes a program to provide transition services for students with disabilities entering higher education.

Enacts the "just energy transition act"; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil fueled generation facilities and their sites by the year 2030.

Increases the distribution of revenue from extending the authorization for the hotel and motel taxes in Suffolk county; provides for the support of a not-for-profit organization that manages and owns the first lighthouse built in New York, a national register of historic places site in Suffolk county that has been named a national historic landmark and is a New York state historic site.

Replaces certain appearances of the words addict, addicts and addiction with the words person with a substance use disorder, person with a mental health disorder, person with co-occurring disorder, person in recovery, or a variation thereof.

Provides free fentanyl test strips to individuals at specified distribution facilities; requires a public awareness campaign on the dangers of fentanyl and the provision of the test strips.

Updates provisions regarding the collection and use of foreign fire insurance premium taxes by the Centerport Volunteer Exempt Firefighter's Benevolent Association.

Enacts "Nima's law" which prohibits the retail sale of nitrous oxide; establishes civil penalties for violations; includes nitrous oxide misuse in the health care and wellness education and outreach program to expand education on the dangers of nitrous oxide misuse; prohibits the sale of whip cream chargers.

Dedicates the bridge over the Southern State Parkway on Deer Park Avenue between Parkdale Drive and Sylvan Road in the town of Babylon, county of Suffolk, to Trooper Arthur B. Reddy.
