This bill dedicates a specific section of State Route 376 in East Fishkill to honor local veterans. The legislation requires the Department of Transportation to install signs identifying the route as "Highway Dedicated to East Fishkill Veterans." While the dedication is ceremonial, the official name of the highway will remain unchanged to prevent confusion and avoid disrupting commerce. The changes apply only to the portion of the road between State Route 82 and State Route 52 within Dutchess County.

Enhances the ability of the department of health to investigate, discipline, and monitor licensed physicians, physician assistants, and specialist assistants.

Makes conforming changes reflecting the previously authorized scope of practice of nurse practitioners; adds nurse practitioners as persons who can authorize or make certain determinations authorized to be made or determined by physicians.

Requires agencies subject to FOIL requirements to promulgate rules and regulations regarding to whom a requestor may appeal a denial and how to request records from or appeal a denial; makes certain provisions relating to publication of contact information for FOIL requests and appeals.

This bill allows the town justice of the Town of Dix in Schuyler County to live outside of the town while still holding office. It changes state laws that normally require local officials to be residents of the area they serve, with the specific exception that the justice must live in another town within Schuyler County. The change applies only to this specific town and does not affect the residency requirements for town justices in other locations.
