This bill authorizes Putnam County to sell a specific parcel of parkland in Carmel to Homeland Towers, LLC for a 160-foot cell tower and associated equipment. The county must dedicate funds equal to the fair market value of the land toward acquiring new parkland or improving existing parks and recreational facilities. The bill does not change public access to parks but requires the county to offset the loss of parkland through equivalent public space investments. Prohibits local laws from requiring certain storefront security gates or grilles comply with certain conditions; extends the provisions concerning existing storefront security gates or grilles.

Requires certain zoning changes that include the development of farmland or open spaces to be subject to approval under a referendum vote, approved by at least 60% of voters in the town, village, or city.

Exempts the Cody Volunteer Fire Department, Inc. within the town of Granby, Oswego county, from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership.

Exempts the Caughdenoy Volunteer Fire Department, Inc., within the town of Central Square, Oswego county from the forty-five percent limit on non-resident members.
