Directs the department to repeal subpart 24-2 of part 24 of title 10 of the New York Codes, Rules and Regulations in its entirety and promulgate new rules and regulations governing the licensing and operation of certain commercial establishments.

This bill changes the law to require all public and non-public schools in New York State to keep epinephrine devices on-site in every instructional facility. Previously, schools were only permitted to have these emergency medications, but this amendment makes their presence mandatory for any student or staff member experiencing anaphylactic symptoms. The state commissioner of education, working with the commissioner of health, will determine the specific types and quantities of devices needed to ensure ready access during emergencies.

This bill requires Medicaid to cover applied behavior analysis therapy provided during school hours for students in grades kindergarten through twelfth who have an autism spectrum disorder. The therapy must be delivered in public or non-public schools, and the specific definitions for the treatment and therapy will follow existing state insurance law. By adding this coverage to Medicaid, the legislation ensures that eligible students can access this support within their educational setting without additional out-of-pocket costs. The changes will take effect approximately 90 days after the bill is signed into law.

Establishes a rare kidney disease screening pilot program within the department of health to operate in at least two counties or regions in the state, targeting at-risk populations, to improve early diagnosis of RKD, connect patients with treatments and care, and evaluate the effectiveness and scalability of state-based RKD screening initiatives.

Requires the commissioner of health and the superintendent of insurance to develop standards for an electronic prior authorization program for the utilization review of health care services.
