Governmental Operations

This bill requires that code enforcement personnel be compensated for required training at a rate set by the Secretary of State. The pay rate must be at least the employee's regular hourly wage or any higher rate specified in their collective bargaining agreement. It applies directly to municipal code enforcement staff who must complete mandated training. The law takes effect 90 days after enactment, with immediate rulemaking allowed for implementation.

Prohibits certain employees with the state from using nonpublic information to gain advantage on prediction markets; establishes penalties for using nonpublic information on prediction markets.

Requires the filling of elective positions be done publicly and transparently in open meetings after giving notice to the public; prohibits the use of executive sessions to fill elective positions.

Directs the division of state police to establish and administer a purple alert program to assist in the location and safe recovery of missing vulnerable persons.

Replaces certain appearances of the words addict, addicts and addiction with the words person with a substance use disorder, person with a mental health disorder, person with co-occurring disorder, person in recovery, or a variation thereof.
