Bill A 8548 amends the state's alcoholic beverage control law concerning seven-day licenses for off-premises liquor sales. It changes the criteria the Liquor Authority uses when approving new licenses or transferring existing ones to new premises. Previously, approvals were based on "public convenience and advantage." The bill removes this requirement, stating that approvals will now be made "unless there is good cause shown for disapproval by the liquor authority," shifting the burden of proof for denial.

Allows licensees to sell wine or liquor at retail for consumption off the premises to certain other licensees; allows such other licensees to resell such wine or liquor for consumption off the premises.

Provides an exemption for a certain parcel of land in Manhattan from selling alcohol within a certain distance from a church; provides for the repeal of certain provisions upon expiration thereof.

Exempts certain property from the prohibition of alcohol sales within a certain distance from a church for a certain premises located in the county of New York.

Enacts the "New York state credit risk transparency and investor protection act" requiring issuers of state-backed bonds to issue quarterly risk statements.
