Establishes a parking placard review board

This bill creates a new Parking Placard Review Board to evaluate how parking placards affect traffic congestion and air quality in New York City. The board will consist of fifteen members appointed by various state and city officials, including representatives from transportation agencies, the judiciary, and law enforcement. Its primary task is to study current placard usage, identify abuse patterns, and propose rules for issuing new placards or eliminating reserved parking spots. The board must submit its final report and recommendations to state and city leaders within six months of starting its work.
