Requires certain manufacturers to sell and distribute plastic beverage containers with tethered plastic beverage caps

Redefined 'plastic beverage container' to mean any container that contains a beverage, removing the requirement that the container itself must be made of plastic.

Added 'sports drinks' to the list of beverages covered by the bill.

Expanded the definition of 'manufacturer' to explicitly include importers and first domestic distributors of plastic beverage containers.

Revised the compliance schedule to require large manufacturers (over $10M revenue) to comply by January 1, 2030, and smaller manufacturers (under $10M revenue) by January 1, 2033.

Added a provision allowing entities with a corporate relationship to a manufacturer to voluntarily assume that manufacturer's compliance responsibilities.

Clarified that civil penalties apply for every day a violation continues and authorized the department to create rules defining what constitutes a plastic bottle cap.
