Requires disclosure of major contributors on independent expenditure communications

This bill requires organizations or individuals making independent election ads (like digital, radio, or print ads advocating for a candidate) to disclose major contributors. Specifically, if they received over $1,000 from any single source in the past year, they must list the top three contributors in the ad's disclaimer. The disclaimer must include the phrase "Paid for by [organization]" and "Top contributors: [Name 1] [Name 2] [Name 3]," displayed clearly for at least four seconds in audio/video or in readable text. It applies to all public communications promoting a candidate or ballot measure within 60 days of an election, excluding NYC campaign finance board candidates.
