Relates to the final average salary calculation for Triborough bridge and tunnel members
This bill modifies how the final average salary is calculated for Triborough bridge and tunnel members. For the period between March 2020 and December 2021, their final average salary computation will use the greater of their actual earnings or a projected amount that includes their wages plus estimated overtime. This projected overtime is based on the number of overtime hours from the same pay period in 2022. Members whose benefits use this projected overtime must pay the corresponding member contributions, but no interest will be charged.

MODERATE
This bill was amended to update its fiscal projections and actuarial data, reflecting a larger number of affected employees and higher future costs. The changes shift the projected impact to later years and significantly increase the estimated financial burden on the employer.
Scope change
The bill's scope of impact has expanded, as the number of active members covered by the new overtime salary calculation increased from 161 to 244.
FISCAL
Projected employer contributions increased substantially, with the first year of impact shifting from 2026 ($382.4K) to 2027 ($751.3K), and subsequent years showing higher totals.
The actuarial present value of benefits rose from $1,495K to $2,470K, indicating a larger long-term financial liability for the retirement system.
The amortization plan for the unfunded liability changed, reducing the number of payments from 5 to 4 while increasing the annual payment amount from $348K to $699K.
TECHNICAL
The census data used for calculations was updated to reflect a later date (June 30, 2025), showing an increase in the count of active members and a slight decrease in average salary.
