This bill directs the New York Power Authority (NYPA) to oversee energy reduction efforts in state-owned and managed buildings. It mandates that most state agencies, departments, and public authorities ("affected state entities" or ASEs) collectively reduce their energy use by at least 20% from a 2018 baseline by April 1, 2031. NYPA will establish a Central Management and Implementation Team (CMIT) to provide oversight, guidance, and assistance to ASEs. ASEs are required to measure energy use, conduct audits for inefficient buildings, implement recommended efficiency improvements, and incorporate energy efficiency into capital project designs.
