Establishes a private right of action for milk price gouging

This bill allows consumers who paid unfairly high milk prices due to price gouging to sue retailers or producers directly. It permits recovery of up to three times their actual losses plus attorney fees. The law does not affect existing consumer rights under other laws or statutes. It takes effect immediately upon enactment.
