Provides for recall of a statewide elective officer

This bill establishes a process for New York citizens to remove statewide elected officials - including governors, lieutenant governors, comptrollers, and attorneys general - through a petition-driven recall. It requires petition signatures equal to 12% of the previous election's total votes for the office, with at least 2,000 signatures from each congressional district, filed within 120 days after the officer's term begins. If enough signatures are certified, a recall election is held 70-80 days later (or consolidated with a general election), where a majority vote to remove the official and elect a successor via plurality. The bill also prohibits the recalled official from running for the same office again within six months and specifies that counties will be reimbursed for election costs from the state general fund.
