Utilities must now provide customers with an opt-out option before sending text messages or emails about proposed rate increases.

Text message and email notices must now include clarification that the rate increase will not take effect until approved or modified by the commission.

The bill no longer applies to any rate proceedings before the Public Service Commission that were commenced prior to the effective date.
