Enacts the "Jack Reid Law: Protect All Students Act"

New Section 22 (Applicability) added, stating that nothing in the act infringes upon free expression or free exercise of religion or religiously based views protected under the First Amendment to the U.S. Constitution, section 8 of article I of the NY State Constitution, and specific state education and executive law provisions.

Section 21(4) investigation standard changed from 'take immediate steps and appropriate follow-up action to ensure that such conduct has stopped' to 'take immediate steps and appropriate follow-up action reasonably calculated to ensure that such conduct has stopped,' lowering the obligation from an absolute result-based duty to a reasonableness standard.

Section 21(2) policy adoption requirement now describes the policy as 'written in plain-language and age-appropriate' (previously just 'written in plain-language'), extending the age-appropriateness requirement to the overall policy document rather than only the victim notification process.

Section 21 title changed from 'Bullying and harassment prohibited' to 'Bullying and harassment prevention and response,' reflecting a broader framing that encompasses both proactive prevention and reactive response duties.

Subsections within Section 21 were reordered: policy adoption moved from subsection 3 to subsection 2, employee reporting moved from subsection 4 to subsection 3, and investigation moved from subsection 2 to subsection 4. The substantive content of each subsection is otherwise unchanged except for the modifications noted above.
