Relates to awards of certain contracts to small businesses or businesses certified under article 15-A of the executive law

This bill requires New York public authorities to set aside certain contracts for small businesses or those certified under Article 15-A of the Executive Law (which includes minority- and women-owned businesses). It limits such contracts to no more than 2% of an authority’s total annual contract value, but ensures at least 1% is allocated. Authorities must follow competitive procurement rules, benchmark costs against standard contracts, and annually assess how well these contracts support minority/women-owned business participation. The law expires on July 1, 2030.
