Provides for the issuance of temporary retail permits by the state liquor authority; repealer

To qualify, applicants must submit required forms and fees ($128 for beer licenses, $640 for others), meet operational requirements (like having operated under a license recently for transfers), and the permit is limited to 90 days (with a possible 30-day extension). The permit is conditional - it allows selling alcohol only to consumers (not for resale) and can be canceled immediately if the authority finds cause. It does not approve the underlying permanent license application.
