Removes the prohibition relating to certain discovery of testimony

This bill removes a confidentiality shield for certain medical review discussions in malpractice cases. It specifically allows testimony about meetings of medical review committees (covering medical, dental, and podiatric care) to be used in court when the person attending the meeting is a party to the lawsuit (e.g., a doctor or hospital sued for malpractice). Currently, such committee proceedings, records, and testimony were protected from disclosure under New York law. The change applies to cases filed 180 days after the law takes effect, affecting only the discovery process in malpractice claims, not the medical review itself.
