MODERATE
The bill was amended to shift the administration of the Dolly Parton's Imagination Library program from the State Library to the Office of Children and Family Services. This change aligns the program with the Department of Social Services rather than the Department of Education, updating all relevant legal references, agency responsibilities, and reporting requirements throughout the text.
Scope change
The bill's scope shifted from the Education Law to the Social Services Law, changing the administering agency from the State Librarian to the Office of Children and Family Services.
SCOPE

The bill was renumbered from S. 3154 to S. 3154--A and the primary legal authority changed from the Education Law to the Social Services Law.

FISCAL

The joint custody of the Imagination Library fund was changed from the State Comptroller and Commissioner of Education to the State Comptroller and Commissioner of Children and Family Services.

REQUIREMENT

All references to the 'state librarian' were replaced with 'office of children and family services,' transferring operational control, oversight, and reporting duties to the new agency.

DEFINITION

The definition of a 'qualified local entity' was updated to refer to a 'local program partner' instead of a 'local affiliate,' reflecting the new administrative structure.

TECHNICAL

Minor text adjustments were made to ensure consistency with the new agency name and to clarify that the program covers children from birth to their fifth birthday, inclusive.
